Towards General Taxation: Debate in the Nógrád County Regular Committee on Road Development ----- The study presents the debates on the preparation of the Hungarian transport infrastructure law from the first half of the nineteenth century, focusing in particular on the proceedings of the Nógrád County Assembly, which was one of the most pro-reform bodies. Article LXVII of 1791 set up nine so-called national regular committees to prepare bills to reform the Hungarian state based on customary law and privileges, while maintaining the basic social and legal framework. The proposals, which were drawn up between 1792 and 1795, were not discussed until 1827, when, under Article VIII of the Act, further deputations and then the legislative authorities revised the earlier drafts between 1831 and 1832. Of the nine opinions, the paper concentrates on the part of the Board of Trade relating to the development of transport infrastructure.
