Absztrakt (kivonat)
Together in Trouble: Crisis Management during the Budapest Floods of 1875 and 1876 ----- The study presents the history of two less researched floods in Budapest through the analyses of the measures taken by the local government. How well coordinated they were, how the administration of the recently unified young capital was able to handle these two crisis situations, different in their courses and effects? Have the center and the local administrations had enough time to elaborate cooperation schemes to cope with such a task? The torrential storm of June 1875 would have required an extremely rapid response from the central authorities, but due to the lack of time, the local authorities had to take the first urgent steps. But then control was transferred to the lord mayor, and the aid and the rehabilitation were already under his coordination, but largely based on the knowledge of the district magistrates. This experience – the useful local knowledge of the local authorities – was also put to good use during the subsequent flooding, slow but extensive. Furthermore this time the Metropolitan Council and the Engineering Office clearly took the lead in disaster response.
