Public and Private Water, a Duel and a Bottle of Mud: The Dilemmas Surrounding the Construction of the Water Supply System in Budapest ----- One of the most urgent tasks for the newly united city of Budapest was the con struction of a piped drinking water network, by which the city administration expected to limit the spread of epidemic diseases and offer other public health benefits. In addition to posing engineering and technical challenges, such large infrastructure networks are also social innovations that change our relationship to natural resources and require a wide range of adaptation to new dependencies. In this paper, I analyze the legal and ethical shift in the history of water management in Hungary, whereby water became a public good, and then I describe the social debates and tensions that accompanied the construction of a water supply system in Budapest. I organized the two subchapters around two protagonists: the dilemmas, conflicts and struggles of Sándor Károlyi, a landowner, and those of Mihály Kajlinger, an engineer, to illustrate the changes that led to a closer cooperation between the city and its surroundings, on the one hand, and to a sharper division between the two spheres, on the other.
