MARIA THERESA’S “EASTERN” FOREIGN POLICY LEGACY The study examines the eastern foreign-policy legacy inherited by Maria Theresa and its transformation within the shifting power structures of mid-eighteenth-century Europe. Under Charles VI, Habsburg eastern policy remained largely anti-Ottoman and was closely coordinated with Russia, particularly during the Polish Succession War and the Russo-Austrian–Ottoman conflict of 1735–1739. Although these alliances produced limited territorial gains, they also exposed the structural weaknesses of the Habsburg Monarchy. The accession of Maria Theresa in 1740 coincided with profound changes in the European balance of power, most notably the rise of Prussia under Frederick II and the growing influence of Russia. The War of the Austrian Succession marked a turning point, as Prussia’s seizure of Silesia shattered earlier assumptions of Habsburg dominance and forced Vienna to reassess its diplomatic priorities. Russian support, though belated and limited, became a crucial element of Maria Theresa’s external legitimation. The Seven Years’ War and the so-called “Hohenzollern Miracle” further undermined Austro-Russian relations, while Russia’s expanding ambitions under Catherine II deepened Austrian mistrust. The article argues that Maria Theresa’s eastern policy evolved from a traditionally cooperative stance toward Russia into a far more cautious and ambivalent approach, shaped by Prussian rivalry and the emergence of a new European power constellation, the consequences of which decisively influenced Joseph II’s later foreign policy.
