THE ANATOMY OF A HERITAGE DIPLOMACY FAILURE: THE TEL DAN CASE BEFORE THE WORLD HERITAGE COMMITTEE The „ Triple-Arch Gate of Dan” was the first and up to now only case in the history of the World Heritage Committee when, despite the clear positive recommendation of the advisory body and the Secretariat, the Committee did not inscribe the site on the list. This was a serious failure of heritage diplomacy not only for Israel, but also for the World Heritage Center and ICOMOS, and it foreshadowed the transformation that is often referred to as the “politicization” of the Committee. Based on documents in the archive of the Israeli National World Heritage Commission and the minutes of the World Heritage Committee sessions we can reconstruct the process that led to the final failure. It shows how Israeli and Arab diplomats tried to lobby different UN bodies and the Committee over the inscription. What sort of heritage diplomacy tools did Israel use to make the nomination appear as non-political as possible, and how did a Palestinian lobby group and the cultural arm of the Arab League manage to turn it into a political issue? At the end of the article, I will attempt to provide a more in-depth analysis of the general processes related to the interpretation of heritage that led to Israel being left without allies within the World Heritage Committee, and how the Tel Dan case contributed to Israel’s decision to leave UNESCO six years later.
