Rural development in the EU has a long tradition, its importance is beyond controversy. The LEADER approach is one of the most successful part of it. The main characters of it are: innovation, local management, territorial approach, networks and partnership and integration. In Hungary a pilot programme was established working according to the LEADER principles, it was financed by the government. After the EU membership LEADER+ was introduced to Hungary as well. In the North Hungarian Region 12 Local Action Groups (LAGs) were established. In the 2007-2013 period more settlements joined the newly established LAGs. In the arcticel we investigate these LAGs within the framework of the theory of the institutionalisation of regions. Our main aim is to examine the emergence of LEADER principles in case of these Hungarian LAGs.
